The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Representative Office of Papua and Maluku (Pamalu) Region and Oil and Gas Contactors (KKKS) initiated and facilitated a meeting of three regents of petroleum-producing regencies to discuss a special regional regulation (peraturan daerah khusus [Perdasus]) on petroleum revenue sharing fund.
The idea of inviting the three regents to a meeting followed by another meeting with the governor and the local house of representatives (DPRD) was firstly initiated at SKK Migas Representative Office of Pamalu Region on Friday, 18 May 2018. This is expected to be a strategic step to accelerate the process. The meeting was followed by a coordination meeting held in Manokwari on Wednesday, 6 June 2018 which was divided into two sessions.
The morning-to-afternoon session began with a technical team discussion which was also participated by members of the West Papua Province’s Regional House, while the second session was a Coordination Meeting (Rakor) between the Producing Regencies which was started with Ramadhan breakfasting among the meeting participants, and the meeting was ended at midnight.
The meeting among the producing regencies discussed the draft of the special regional regulation on petroleum revenue sharing fund and was attended by Bintuni Regent, Petrus Kasihiw, Vice Regent of Sorong, Suko Hardjono and Head of Finance Agency of Raja Ampat Regency, Oridek Burdam, along with a team of experts from Universitas Gadjah Mada (UGM) and Universitas Pattimura (Unpatti), a team of experts from each regency and representatives from SKK Migas and Oil and Gas Contractors. At the coordination meeting, in principle, the high-ranking regency officials and the regents welcomed and supported the new concept of the draft of the special regional regulation on petroleum revenue sharing fund.
The coordination meeting was followed by a meeting with the Governor of West Papua on Thursday, 7 June 2018. The main agenda item was to explain the new concept of the draft of special regional regulation and ask for political support for the draft to be passed for promulgation. In his speech, the Governor of West Papua, Madacan expressed his support for the concept of special regional regulation draft on petroleum revenue sharing fund.
The series of marathon meetings which include the coordination meeting on the draft of special regional regulation concerning petroleum revenue sharing fund was ended with a meeting between the regents along with regencies’ government officials and the Chairman of the West Papua People’s Assembly (MRPB) along with the members at Swissbell Manokwari the main agenda item of which was to discuss the acceleration in the drafting of the special regional regulation. MRPB Chairman, Maxi Nelson said that in order to support the special regional regulation, MRPB will establish a special committee dedicated for it.
The meeting went well in a favorable condition with the mutual spirit to immediately complete the special regional regulation on petroleum revenue sharing fund. This would have been impossible without the participation of Oil and gas Contractors in supporting the event. In the future, it is expected that the efforts that have been made will be able to produce a desired result that is a fair distribution of petroleum revenue sharing from oil and gas business operations to every corner of the village.
